Research On The Anti-drug Model Of Pu'er City From The Perspective Of Social Governance

Drug,one of the world's three major public hazards which include AIDS and terrorism,has seriously threatened and plagued the human beings.Influenced by the general situation of the global drug crimes and many domestic factors induced drug problems,current drug addicts and drug kinds gradually increase so drug problem is still spreading and has become a global social issue.Illegal means of drug trafficking seriously disturbs public order and threats social stability while the drug problem is still spreading rapidly.In addition,China's domestic manufacturing of synthetic drugs remains a prominent issue.In the context of drug abuse globalization,the proliferation of drugs has posed a major threat to China.The border area of Yunnan,which adjoins to the Golden Triangle area,one of the world's three most poisonous sources,has become an important drug entry area in China.The length of Yunnan province border line is 4060 km and the exit road of it is more than 20.The border topography is complex,and there is no natural barrier and it has many trails,which provide convenience for drug entry.Since its special geographical location,Yunnan has become severely afflicted area of foreign drugs,at the same time it also become the front and main battlefield of the fight against drug abuse throughout the country.Pu'er City borders on Laos,Vietnam and Myanmar,Adjacent to the "Golden Triangle" area.Since the Pu'er City has been serious drug situation,the formation of the pattern of Pu'er City drug control relate to its regional environment.The drug problem is a complex social issue.Drug control is a systematic project which involves government agencies,public service organizations,social and civil organizations,as well as individuals and families.From fighting against drug crime,drug treatment to later rehabilitation,these not only rely on government agencies to combat drug crime and drug enforcement but also need more public service departments and social organizations and the public participation and cooperation to take part in the late treatment and rehabilitation.Only through the integration of various resources,which let the drug control change from government actions and departmental behavior to the goal of joint efforts of the whole society,dose drug control will be transformedThis paper combined the social governance theory and multi central governance theory to the current drug problem and the situation of anti-drug in Pu'er.In the premise of learning from the current domestic and international anti-drug social experience,this paper analyzed the new problem and characteristics in the work of Yunnan province city narcotics control then summarized the experience of the main countermeasures of government governance and drug problems in drug rehabilitation community and expand the participation of the civil society governance drug problem.To explore the specific path of social governance to solve the drug problem in Puer,the Yunnan province city border region,and put forward method to solve the problem of drug treatment through social governance.
