Along with the diversification of financial markets,traditional bill financing business cannot meet the financing needs of different subjects in the market,more variety of bill financing tool arises at the historic moment,nominal "discount",is actually a bill financing nature of the bill is widely used.Although the Shanghai clearing house was formally established on December 8,2016,the Negotiable Instrument Market in our country is still in chaos.So in this paper,based on notes non-causative nature theoretical basis to the legal nature of bill financing and function as the breakthrough point,at the same time learn legislative experiences in other countries and regions,deeply explore the feasibility of bill financing innovation,and put forward the development of bill financing in our country's legal response.Apart from the introduction and conclusion,this paper is divided into four chapters:The first chapter is the theoretical overview of the bill financing,the concept,the legal nature and the role of the financing,which provides the theoretical basis for the subsequent chapters.Chapter two analyzes the current situation of the development of bill financing in China,and points out the predicament and existing problems of the development of bill financing in China.The third chapter compares and studies the relevant legislation of other countries and regions in the world,draws lessons from the experience,and then summarizes the enlightenment to China's development bill financing.The fourth chapter is based on the research of the first three chapters,and proposes the legal response to the development of China's bill financing.The proposed Angle includes the construction of the ontology system and the improvement of the related auxiliary system.
