The "irrational Choice" Of Government Function Reform

According to the theory of rational choice,everyone is an economic person,namely they will pursue their maximum interests.Public choice theory based on this theory extends the hypothesis to political field,it means that people who work in the government are also economic people and would like to maximize their own benefits.The actual conditions in China provide the soil for self-interests behaviors of the government.At present,China has entered a critical period of deepening reform.The socialist market economy is also developing and improving,but the action in the economic field is becoming more rational.There are some problems in the application of rational choice theory in political,economic and social fields,which provides a perspective and direction for public administration transformation.How to regulate and change rational choice behavior of the government is a vital problem to be urgently solved.The reflection on rational choice theory is of great significance to improve public administration and social governance.In the early 2007,Jing'an District in Shanghai firstly canceled the investment function of Jing'an Temple Sub-district Office and the corresponding evaluation index and rewards,and increased the service quality evaluation.From then on,the street office was funded by the district government,which was aimed to make the grassroots government focus on public service,in order to realize the goal of “public management,public service,and public security”.This is a major transformation of the government function,and it is the correction of self-interest behavior and rational choice of the government.This irrational choice means that the government departs from the direct market activities and interests and totally dedicate into the public services.This change is conducive to enhancing the awareness and altruistic service consciousness of the government.What's more,it's conducive to correctly handle the relationship between government and market.
