Research On The Construction Of Clean Government In Macao

Nowadays corruption is a problem that governments of all countries are paying close attention.Therefore,countries generally formulate combating and preventative countermeasures.Through the establishment of specialized departments,relevant laws and regulations,and the corresponding integrity culture,a set of effective anti-corruption mechanism is built.This article takes the construction of clean government in the Macao SAR as the research object.It attempts to start with the establishment of specialized institutions,legal systems,the departmental relations,and a clean and honest government culture and elaborates on the establishment of the anti-corruption agents before the reunification and the reorganization of the CCAC after the reunification,to examines its success or failure based on the information obtained from empirical investigations.Based on the existing research results,this paper focuses on the CCAC law and other relevant legal systems in the Macao SAR,and analyze it under the framework of regional political development,to prove the system from the relevant media report in the Macao SAR.Based on the above overall considerations,the following three studies are mainly carried out in this paper: The first part examines the history of the CCAC including the anti-corruption organization in the era of the Portuguese government,the establishment of the CCAC in the era of the SAR government,and its expansion of the main functions.The second part studies the rules of the anti-crime and the maintaining of democracy,including the crime subject,the types of crimes involved and the democratic protection issues involved in the clean government system.The third part studies several regulatory requirements for civil servants including the honest discipline,the basic duties of public officials,the avoidance of the interests and the property declaration requirements.The paper concludes by pointing out the significance of studying this issue: on the one hand,its theoretical value.Since the research on the construction of clean governance in Macao is relatively rare in academic circles,its experience and lessons are often ignored by mainstream scholars in the field of clean government studies.Only a few scholars have several publications,and the preliminary discussions have not been satisfactory.Therefore,there is still room for theoretical discussion.On the other hand,its practical value.Looking back and reviewing the development of the construction of clean government in Macao,the purpose is not to briefly introduce what the Macao region has done,but to sum up the comparative political values by analyzing and summing up its successes and failures.The law provides a useful regional reference for the construction of clean government in Mainland China.
