Analysis Of The Operation Of The City Under The Reform Of The Line

Since the third plenary session of the 18 th CPC central committee put forward the "innovative social governance system",the CPC central committee has gradually deepened the mode of innovative social governance.In January 2015,Shanghai issued the "6+1" document,a batch of reforms involving the basic social governance system."6+1" after the reform,the Shanghai district is gradually to sinking line executive power,the basic pattern in the urban management comprehensive law enforcement power is given priority to,synchronized advancement room,landscaping,city appearance management power sinking into the street.Under this trend,the scholars began to research social grassroots governance system innovation,but so far most of the scholars to research perspective focus on the macro level,to give evaluation to the local reform policies or problems and then puts forward countermeasures.In 2017,the X area community directors invite relevant third party team on T urban management,housing,green street,city,and other functions of sinking agency team status,adjustment,job performance,and so on comprehensive research.The author is fortunate to participate in this comprehensive research project.Based on this,this paper hopes to explore and analyze the city capacity of T street under the reform of a line under the reform.This paper adopts qualitative research methods,with the subsidence of line and reform under the background of the T street the most sweeping the city for the research object,through interviews,participant observation and the collection and analysis of relevant resources,based on system theory Angle of view to X area T sidewalk system architecture analysis framework,based on system theory research framework and contents of the streets around the T X city operation analysis system,actively explore found that the unit operation problems of the present and the status quo,expect to put forward corresponding countermeasures and Suggestions,so as to improve the local line sinking reform mechanism,in order to promote the sound development of our social grassroots governance innovation system contribution meager strength.Study found that based on the theory of system of T sidewalk after analyzing the present situation and problems of the system architecture and operation,to know its directors and system within the street,the grid center,chengguan squadrons,in thedaily work of interaction between the management object affected by each other's input of related problems,affected its efficiency in daily work,including: the city is sinking line department reform policy does not reach the designated position,the grid center sent a disorderly law enforcement law enforcement power,line management object features strong weak,X T street and so on.In view of the above research findings,this paper proposes targeted countermeasures and Suggestions,including: improving relevant local reform policies and thoroughly implementing the subsidence reform;Establish the coordination mechanism between the street and the higher government departments to form a common participation pattern;Strengthen grass-roots units and strengthen grassroots construction;Buy third party service,pay attention to social worker participation.Hope can through the countermeasures and Suggestions put forward to give the reference and help,in the hope of T sidewalk can line sinking in the reform in the future more harmonious smooth operation,at the same time,also hopes to promote the sound development of our social grassroots governance innovation system provides the experience for reference.
