Since the 1960 s,some countries around the South China Sea occupied part of Spratly Islands' reefs by military means.After 1990 s,the South China Sea sovereignty dispute intensified,and the South China Sea became the most complex area of global security threat.The peace and stability in the South China Sea are related to the development of the security situation in Asia..However,due to the complexity and sensitivity of the South China Sea issue,it is difficult for all parties to reach a compromise at the official level.So the necessity of Track Two Diplomacy is highlighted.Because by this way,government officials,experts and scholars can discuss some issues that are not suitable for negotiating on official occasions,and increase mutual trust,and understand the differences in negotiations.The thesis,based on the study of seminars,such as Workshop on Managing the Potential Conflicts in the South China Sea,the South China Sea International Conference,Workshop Network of Experts on Maritime and Territory in the Asia-Pacific Region etc,held by countries that were related to the South China Sea disputes,combines historical analysis and introduction,and researches the role and the influence of Track Two Diplomacy in resolving the The South China Sea problem.Of course,this thesis also proposes the limits and prospects of Track Two Diplomacy in promoting the course of solving the South China Sea disputes.The thesis argues that Track Two Diplomacy can provide a platform for countries that are related to the disputes over the South China Sea,to exchange opinions and ideas,regardless of tense relationship.Track Two Diplomacy can also provide reference for expressing mechanism,practical advice and suggestions for Track One Diplomacy.Moreover,it helps to enhance the sense of trust between countries that are related to South China Sea disputes and strengthen their sense of cooperation.Of course,it also can promote the issue over South China Sea through the interactions between Track One and Track Two.There are also some limits of Track Two Diplomacy.For example,it is thesupplement of Track One Diplomacy,just providing opinions and suggestions.It lacks of adequate independence and flexibility,even as some workshop becomes the government's mouthpiece.Although some constructive and innovative advises have been proposed on the seminars,they doesn't touch the fundamental disputes over the South China Sea.
