Analysis Of The Status And Causes Of International Negotiations In The Field Of Internet Security In The EU

The EU is an important force in the international community and a leader in many global governance issues.Especially at the level of environmental protection and climate change,the European Union has led and promoted a series of negotiation on emission reduction.However,at the Internet security level,the EU has not taken a strong lead like climate change.This is reflected in the following: First,at the negotiating structure level,the EU doesn't promote each platform to play its role,and its own negotiation platform cannot be supported by every other parties.Second,at the negotiation game level,the European Union can hardly integrate the use of a lot of methods to affect the attitude of other parties.Third,at the negotiating resolution level,the EU also failed to put forward a creative new plan to promote the final agreement.The reasons for this difference include,roughly,the following: The Internet security negotiation itself has different characteristics from other global governance negotiations,which in turn limits the EU's influence;the EU itself falls in the development of the Internet economy,Internet technology,and giant Internet companies.That fall causes their own lack of power in negotiations;and the strong points of the EU itself: values and legal systems are also faced with the problem of rigidity but not independence and overuse;and the disputes in EU itself was amplified under the theme of the Internet and hampered the collective actions of the European Union.
