Research On Urban Community Emergency Response Capacity Building

To ensure the safety of people's life and property is Emergency Management values.With the accelerating of the urbanization,industrialization and informatization,all kinds of risks emerge endlessly,and emergencies have evolved from contingencies to frequencies.It directly threats the safety of public life and property.Urban community is city's Grassroots Organizations,not just a devastated area but a disaster relief,so we will accelerate the construction of community emergency response capacities,improve community self and mutual medical aid abilities which can maintain social stability and promote public security.Meanwhile,the advanced experience of urban Emergency Management in developed countries told us that government should be a guider,shift of power to the grassroots and guide Grassroots Organizations to carry out emergency works,in order to improve grassroots emergency preparedness.In this paper,establishment of the logical framework is based on the emergency response which is premised emergency disposal result.The premise determines the emergency ability that is the key to make optimal response.Therefore,we must protrude the emergency ability construction.The value is that it will have theoretical foundation and advanced experience as a rational guidance.The pertinence is that it will describe the certain community present situation.The root is that it will analysis the specific problems and reasons.The operability is that it will put forward the countermeasures and suggestions.At present,the state is establishing disaster-reduction demonstration communities.Sorts of trainings are also carrying out actively,such as Community Emergency Response Team,First Responder and First Aid etc.It means that emergencies have changed from paying attention to the rescue to the precaution.This thesis is on the background of that,pitching on the urban community,looking at the disaster prevention,and basing on the emergency response capacities.The author analysed domestic and overseas relative documents,expounded fundamental concepts,and built on community governance theory,civic participation theory and risk management theory.Then referenced excellent experience from Japan,American and German.As the Chongde community in Chengdu Longquan district,combined on-the-spot investigation with data analysis.In microcosm,there are so many deficiencies.By analyzing the causes,in macrocosm,proposed targeted strategies.Urban community emergency response capacities building should pay attention to the infrastructure construction as well as the ideology civilization,actually as “Last One Mile” so that bring about disaster prevention and reduction.
