Hydraulic projects, especially the large-scale hydraulic projects, have been playing important roles in flood control, irrigation, water supply, power generation and the improved ecological environment. Meanwhile they contribute greatly to the sustainable development of China national economy and strengthen the establishment of harmonious society. The operation of Liaoning Province Water conveyance Project of Dahuofang Reservoir as one part of public security, its emergency management has been proposed as a new subject in such situation. This paper studies the emergency management for large-scale hydraulic projects and focuses on project security and safety in practice. According on a logical line of 'theory, model, and application', the paper covers the following aspects:First the summary of research in introduction section gives the whole view of present research on emergency and emergency management theory meanwhile focusing on Liaoning Province Water conveyance Project of Dahuofang Reservoir, the core part of large-scale hydraulic projects.Second according to this article research, good practice on emergency management of burst accidents is the fulfillment of obligations of government in social management and the reflection of thought of people. Recent years, the Ministry of Water Resources issued a series of rules and regulations and preliminary plans for emergency management, made great efforts on coping with various burst accidents including natural disasters of flood and waterlogging, typhoon and drought, as well as water pollution caused by poison material explosion and leakage, and effectively reduced the losses. However, weak points shall be recognized by enhancing awareness, strengthening leadership, perfecting emergency preparation plan and improving management level of emergency handling.Third emergency management system, we propose six capacity evaluation subsystems: emergency preparation, emergency warning, emergency response, emergency resume, emergency ensuring and emergency stimulating.
