With the increase in the general standard of the national education degree,college graduates is no longer as “hot” as the situation in the past.Each big enterprise,unit has its corresponding standard in the employment of graduates.This makes the problem of employment of college graduates."Graduation is unemployed" became one of the focus and difficult problem of the society.In order to alleviate employment pressure,the state has carried out "three helps" plan such as a series of public service plan for college graduates.But to really reduce the pressure on employment of college graduates,there are many aspects need to improve.This article is taking the employment concentrated in coastal city-Dalian for example.First of all,there have a great deal of questionnaire survey and analysis of the employment of college graduates in Dalian.At the same time,it's also on the basis of the theory of policy evaluation in the public policy analysis,for researching the public service jobs in Dalian.The article will point out that the public welfare service jobs for college students are feasible ways to ease the employment problem.At the same time,it provides a wonderful opportunity to exercise the ability of the college students.But,to fundamentally ease the employment pressure,more targeting solutions facing the employment problem of graduates need to be provided.They should be provided according to the characteristics of the graduates,beginning from the plan itself,as well as using the corresponding theoretical knowledge in public management.The article will also analysis the existing problems,point out the reasons and put forward some Suggestions.The improving Suggestions for public service jobs mainly based on the theory of human resources in public management and incentive mechanism theory,theory of public expenditure of public sector economics.Pointing out that to make public service jobs better solving the employment problem of college students,first we need to start from improving the settings of positions---expanding the scope of the graduates that can benefit from the group.The second is to intensify propaganda,make all-round social recognition for public service jobs,as same as accumulate more units to participate the plan.The third is to strengthen the management of internal and external public welfare jobs.It needs to be strictly controlled from the department of government to the units that participate in the public welfare jobs plan.Finally is to fundamentally benefit for the college students involved in the planning,increase financial input of subsidies and welfare.It also needs to provide more favorable conditions for college graduates in order to solve the problem of employment.
