In basic education reform process, the teacher in charge is endowed with too many responsibilities and requirements. The competition between development of quality education and the adherence of exam-oriented education is still in fierce.On the one hand, the teacher in charge of responsing to the Ministry of education called on the quality of education reform, on the other hand, bearing the high scores of standard requirements which come from parents and school leaders.Teacher in charge live under too much pressure, the confusion of education idea, education enthusiasm faded, and exhaustion of body and mind.Currently, more and more education researchers began notice the survival condition of elementary school teacher in charge, they giving them humanities concern, calling for education department and school teacher leaders cutting down their work burden, improving the allowance and helding the headteacher training activities, etc. However these measures aimed at improving their status of living have little effect in the real implementation. Teacher in charge’s survival state not only influence foundation education reform, but also have effect on their own life.Starting from the existing situation of primary school teacher in charge, this study select four typical research object by work years. Using literature method, interview method, observation method, and the narrative research method work from the four aspects of life status that are mechanism of selection on primary school teacher, teaching and management, educational attitudes. And then analysis the reasons of the existence of primary school teacher in charge. The study found that the flexible use of educational tact or not, the enthusiasm of education is high or low, and the level of teaching ability are the the individual factor which affects the teacher in charge’s survival. Over sight of selecting mechanism, the lack of effective incentive mechanism and the responsibility of the fuzzy is the school factors that affecting the survival state of teacher. From the social level, it shows that the traditional image of teachers and the role of the multiplicity of the social factors that affect the survival of the state. Then discuss the way to improve their living condition from the teacher in charge rank system, mentoring pairing support system and the professional spirit.The teacher in charge is the class direct builder, educator and manager, a good class collective construction can not be separated from the teacher in charge of creative play and the result of hard training. Therefore, it is the guarantee of the important function of the teacher in elementary education to improve the living conditions of the teachers in charge and to mobilize the enthusiasm of the teachers in charge of the class.
