The developmental status of special education teachers directly determines the quality of special education in our country and the realization of the right to education of special children. In recent years, especially after the reform and opening-up policy, China's special education career achieves rapid development, the number of special education teachers is also growing. These are inseparable from the support of national policy and security. The special education teachers policy guarantee in our country is analyzed in the study, and the status of the special education teacher development of our country is also analyzed at the same time. The study is aimed at providing reference for our country to issue special education teacher policy. This paper mainly includes the following several parts.The first part, on the one hand, the definition of special education and special education teachers and special education policy are summarized in the paper.And the scope of special education teacher policy is clarified further. On the other hand, the development status of special education teachers at home and abroad, and the general situation of the development of policy guarantee are summarized in the paper.The second part, the paper introduces the research origin, analyzes the theoretical significance and practical significance of this study, and presents the research ideas and research methods.The third part, by combing the special education teacher policy and analysis, combined with actual situation the influence is discussed. It involves the special education teacher cultivation, training, qualification certificate system, formation and treatment. Our country still need to strengthen policy measures to promote the development of special education teacher.The forth part, through the analysis of the above, the study wants to explore what policies and measures the countries can take in promoting special education teacher development aspects of policies and measures. So it can provide corresponding policy advice for the nation. The advice is as follows. Perfect the legal system, and strengthen the enforcement. We will deepen reform of the education system and promote the development of special education teacher. We will improve the mechanism of special education teachers in training. Perfect special educational input mechanism, improve the special education teacher treatment, enhance professional appeal. A sound system of special education teachers personnel management. Set up the correct special education concept, provide a powerful social support. Pay attention to supervision and evaluation of special education teacher policy.The fifth part, the study summarizes the whole research. To ensure the special education teachers quality and quantity of ascension, the guarantee of national policy is needed. And the deficiencies of this study are put forward.
