This study mainly discusses the policy effectiveness of the special post planning process from the perspective of the special planning policy object.To investigate and analyze the implementation effect and influence of the special post plan from the policy objectives and original intentions of the special post program,and to inspect policies through the perspectives of schools,students,parents,and ordinary teachers taught by teachers and teachers The effect of this project is to explore the impact and effectiveness of the special post plan at the three levels of students,schools and special posts.This study adopted a random sampling method and collected 176 special post teachers,215 students,156 parents,and 118 ordinary teachers in Shangluo City,Shaanxi Province to conduct a questionnaire survey and interview with the principals of individual schools to obtain first-hand information.According to the statistical test results of the survey data,the recognition of the special post program in the sample area is relatively high and the implementation effect is good.First,fresh blood is input into the rural schools in Shangluo City,which relieves rural teachers' resources in all counties and districts in Shangluo City to some extent.The problem of shortage and structural irrationality fills the blank of subject teachers and promotes the improvement of education quality in the Shangluo area.The second is to help students improve their academic performance,improve their study habits and methods,and pay attention to the development of students' mental health,which will play a positive role in the overall development of students.The third is to promote the construction of school campus culture,enrich extra-curricular activities,help schools in the region to open as much as possible the national curriculum,and improve the quality of education and teaching in schools.At the same time,there are still many problems in the implementation of the special post plan.For example,subsidies such as subsidies for Tianjin are not in place,the housing conditions of teachers in special posts are poor,and there is a lot of pressure in life and work.There is difficulty in the evaluation of professional titles.higher.In order to consolidate the positive impact of the special post program,solve the current problems in the special post program,and enhance the effectiveness of the special post program,the following approaches may be taken:First,adjust the policy design and change the distribution system for the special post teachers;Strengthen post-post training for innovative teachers,and innovate training forms;Third,strengthen multi-party cooperation and increase the salaries and benefits of special post teachers;Fourth,increase policy propaganda and increase post attractiveness;Fifth,continue to implement special post plans and stabilize Improve policy influence.
