Juveniles have been one of the focus groups in the community, but reports on their abuses have grown in recent years. Based on this, this study collects the relevant policies of the juvenile protection in A city by using the literature research method, and analyzes the status of juvenile protection in the city by using the questionnaire method, interview method and case analysis method.This study is based on the theory of ecosystem, from the macroscopic, meso, microscopic three levels of the juvenile preventive protection and intervention protection. The preventive protection of macroscopic system shows the importance of the children's rights and interests in the culture and the support of government and policy; The central system is mainly to exert the positive function of social organization, community and school, and the microscopic system should pay attention to the family and peer group of minors. Because of the dysfunction, control and malfunction of the various elements of the ecosystem, it is necessary to intervene to protect minors. The intervention protection of macroscopic system is mainly culture, system and talent resource optimization; The meso-system should focus on the integration of community and social organization resources and enhance the protection of schools; The micro system should pay attention to the positive guidance of peer groups, the change of caregivers concept, the enhancement of family soft power and the importance of minors ' education.The research considers that the protection of minors should first establish the "Self system",which is centered on its own, and exert the influence of the culture and media positively, and give full play to the role of the ecosystem elements. For minors with self-awareness, they should be passive to receive protection for help. For minors who do not possess self-awareness, they should establish coping mechanisms and actively prevent and intervene in time to protect them from harm.Secondly, the preventive protection should be the priority, and the intervention protection should be initiated after the minor has been infringed. Finally, the main body should be the family, the elements of active participation at the same time mutual supervision.
