As the main investment mode of human capital, education has received attention from all levels of society.Because of China-specific urban-rural dual structure and regional disparity, the characteristics of resource distribution is disequilibrium. In addition, the returns to education gains of individuals is often different because of individual heterogeneity. Therefore, comprehensive analysis of the gap of returns to education caused by higher education need to be conducted from the perspecitve of personal factors, household factors and community factors.By comparing the microcosmic statistical data from CEPS2014,this paper analyze the education income differences between residents in east, middle and west of China, and try to find the income gap between residens in different areas and analyze the reasons for the gap from macroscopic aspects. This paper analyze the gap of returns to education with the combining of qualitative and quantitative analysis method and divide the factors affecting the gap of returns to education into two aspects------regional heterogeneity and individual heterogeneity.A model of returns to education is established based on Mincer Income Function and the Propensity Score Matching method is used to do empirical analysis from the significance of micro individuals. Finally, this paper put forward pointed policy suggestions. The results show that, higher education have significant positive influence on the returns of education of residents in eastern, middle and western region and the returns to education is different in different areas. For urban resident, western region is the most affected area, eastern region take the second place and middle region appears least affected. But for rural residents, the promotion of higher education to the returns of education is significant for eastern region but the promotion to the middle and western region is not significant.
