With the rapid development of the times, knowledge and progressive growth of information, the society is in demand of new talent cultivation. This requires us not only to pay attention to the students’ acquisition and accumulation of knowledge, but also to lay more emphasis on their ability to analyze and solve problems, innovate and think critically.That is why higher order thinking skills come into being.Problem is the power and source of thinking. Most scholars both at home and abroad utilize effective designs of problem posing to stimulate students’ higher order thinking skills. On the basis of previous research, this study refers to constructivism, multiple intelligence and zone of proximal development theory as foundation. We designed a teacher questionnaire looking into the current situation of problem design in senior biology classroom and analyzing the causes of low level of problem design.Based on the analysis of present situation,this paper combines with the characteristics of high quality problem together with biology curriculum and puts forward teaching strategies of the problem design rooted in the development of higher order thinking.Teachers, in macro, follow the process of establishing goals, determining problem placement, creating problem circumstances, analyzing cognitive level, presupposing question and stressing description. In terms of microcosm and from the respective of analyzing problem design, we design problems of heuristic pattern, comparative pattern,open-minded pattern, speculative pattern and the level of the problem design is gradually improved, which helps develop the students’ thinking ability.After a period of teaching practice based on higher order thinking,we achieve the following results shown by the analysis of a student questionnaire. We find that (1) both students’ academic performance and problem solving ability have been improved, (2) that students’ interest has been stimulated and their learning initiative aroused, (3) that students have learned how to learn and they have been inspired to think independentlyand.In addition, this study makes some reflections and puts forward some deficiencies:Problem design is only involved in one of all higher order thinking skills neglecting the research into other factors. Because of the limited time and fewer samples, the universality and representativeness of the research results are relatively low. So in the future study, the author needs to further expand the scope of the experiment in order to make the results more convincing and universal. In conclusion, as the research prospects, the cultivation of higher order thinking is a long-term process, which needs a continuous exploration into the research of problem design strategies.
