Human resources are the most valuable, basic and decisive resources for the survival and development of publishing houses. In the face of the new environment for the development of fusion, on the one hand, the publishing house put forward new and higher requirements on the knowledge background, professional quality, organizational ability and so on. On the other hand, employees face the full competition of the market environment, the choice of the work of the autonomy of the units also continue to strengthen, staff mobility becomes large. This situation forced the press to improve their management capabilities to attract talent, to adapt to the new development opportunities. So in the new period publishing houses under the new environment of human resources management meet the new opportunities and challenges, successful human resource management for the publisher reserves to high-quality talent strategy, not successful human resource management leads to the loss of a large number of high-quality talent, building a scientific and effective human resource management system importance is self-evident.Local education press is an important force in China’s publishing industry, the publishing industry holds half of the country. Shaanxi people’s education publishing house, the size of the country, such as the forefront of the country, has a certain representation. Therefore, in this study based on the competency model, the problems existing in the human resource management of Shaanxi people’s education press proposed the corresponding optimization scheme, of the press and publication enterprise human resources management has great reference value.Competency model is through the key feature to key posts excellent staff, excellent performance, organizational environment, the internal and external changes such as factor analysis to determine the competency of a human resource management tool, now has widely application in domestic and abroad in major industries and enterprises, as well as for publishing industry, human resources management. Stones from other hills may serve to polish the jade, publishing industry development of the urgent need to draw nutrition from different disciplines, different areas, different industries and better service to its development.This study emphasizes the application and operability, after introduced the competency model and the actual situation of Shaanxi people’s education press, starting from the two core position in the press, based on the method of constructing competency model, combined with the actual situation of the expert panel method, interview method and questionnaire survey method, construction of publishing editing and marketing of the issuing personnel competency model and verified, the conclusion is the editor of the publishing house staff competency in grading standards:Strategic Management (Level 2), plan (Level 3), quality consciousness (Grade 5), professional knowledge (3), (4), the innovation ability of learning ability to understand (Level 4), communication (4), strain capacity (Level 5) and responsibility (Level 4), strain capacity (Level 5). The press of the marketing of the issuing personnel competent quality and grading standards for program to perform (Level 5), decision-making ability (Level 4), organization and coordination (Level 4), service consciousness (Level 5), information collection (Level 5), global concept (Level 5), innovation (Level 3), communication (Level 5), team (Level 3), sense of responsibility (Level 4). And then, according to the model, make use of the publishing company staff recruitment, training, performance appraisal and staff career planning and other aspects of human resources management optimization recommendations.At the same time, it must be stressed that the competent strength quality model is a dynamic model, need periodic revision according to the publishing strategy and the change of the market practice, enable the maximum play out the model of human resources system construction advantage.
