Research On Open Data Policy Of Scientific Data Based On Text Analysis

Scientific data is an important product of scientific research,which has become an important resource for technological innovation and economic development with the advent of the era of "big data".The opening of scientific data can help improve the efficiency of scientific research as well as promoting scientific and technological innovation,which has been highly valued by the Chinese government.Making a sound opening policy of scientific data is a prerequisite for ensuring the scientific data opening practice.Thus,starting form the policy text,the present study constructs a two-dimensional analysis framework for the opening policy of scientific data,and analyzes this policy by using the method of content analysis.It aims to find out the current deficiencies of the opening policy of scientific data in China and puts forward the targeted suggestions.This paper is divided into six parts.The first part is the introduction which introduces the research background and significance of the research as well as the research progress of opening policy of scientific data at home and abroad.The second part elaborates the related conceptual theory and research methods.The third part is the collection and screening of policy texts,which carries out a statistical analysis from the time of publication,the type of text and the main text body.The fourth part analyzes the content of the policy text,which constructs the policy content analysis framework of the two dimensions of policy tools and opening requirements of scientific data as well as quantitative analysis.Furthermore,it makes the qualitative analysis of quantitative results to find out the insufficiency of China’s data opening policy.The fifth part puts forward corresponding suggestions on the deficiencies of the opening policy of scientific data in China.The sixth part summarizes the paper and points out the limitations of this study as well as the prospect of future research.
