Research On UK Open Science Data Polic

This study investigated the open science policy made by stakeholders at different levels in the UK,studied its development process and characteristics,used content analysis method to code the policy text,analyzed the policy content,extracted the policy elements from different stages of the life cycle of scientific data for collaborative observation,and analyzed the relevant practical experience of the open science data policy in the UK.In order to improve the open scientific data policy in our country,and guide relevant policy practices,it will promote the effective implementation of the open scientific data policy.This paper takes the current effective open scientific data policy in the UK as the main research object.First of all,through the method of website research,the open scientific data policies at different levels in the UK were sorted and sorted out according to the release time,and the development characteristics of the policies were extracted.Secondly,using content analysis as the guidance framework,this paper encodes the primary and secondary categories of the UK open scientific data policy text,and further explores the key points of the policy content through the investigation and in-depth analysis of the content of the policy text.Thirdly,from the different stages of the life cycle of scientific data,the policy elements are analyzed and the collaborative observation is carried out.Then,based on some favorable attempts made in the development process of the open scientific data policy in the UK,the positive effects of the policy practice and the existing problems of the policy are expounded.At last,combining with the current development status of our open scientific data policy,we put forward the improvement measures,so as to provide guidance and help for the establishment and perfection of our open scientific data policy.Through the investigation and analysis of the open scientific data policy at different levels in the UK,this paper draws the following conclusions: The research on open scientific data policy in the UK started earlier,and the policy is relatively perfect.Now it has formed a relatively complete open scientific data policy system from macro to micro level.Stakeholders at different levels have different functions in issuing policies,but there is a certain correlation and synergy in content.Nowadays,our country is in the period of opportunity for the formulation and development of open scientific data policy.For the problems existing in developing,we should draw lessons from the advanced policy management and practical experience of Britain.We should improve the policy system of open scientific data,strengthen the construction of infrastructure,standardize the elements and process of open scientific data sharing,strengthen the supervision of policy implementation,and improve the public participation and recognition to guide and promote the process of open scientific data sharing.
