With the development of domestic medical information construction.RuiJin Hospital North always implement the policy of “Digit Hospital” since opened.Under the support of hospital leaders and every department,the hospital has made great progress and achievements of information construction in such as medical treatment,teaching,scientific research,human resources and material management.But the budget management is relatively backward in hospital,the old management mode can’t satisfy the new hospital financial policy which focus on more and more strict and elaborate requirement.Therefore,in order to get rid of the past mode of budget management,and improve the work to the new level,it’s necessary for establish the whole hospital budget management system current now.This article embarks from the actual budget management of hospital,according to the financial budget management policy of medical institutions which issued by the national medical department and finance department,combined with the hospital requirement for budget management in the future.The article expounds the system from development ideas and technical implementation.Through the establishment of the whole hospital budget management system,in order to preparation process of clinical income budget,daily operation and maintenance expense budget,scientific research budget and project budget.Strictly control the budget implementation,monitoring the whole process including submit,approve,consult and final payment for all kinds of business expense,at the same time,the system contain the process of rick control mechanism in order to prevent illegal phenomenon,grading the level of approval right in order by clear the audit rights.Fundamentally help the hospital to improve the budget management efficiency,reduce the rick and fully realize the electronic informationzation of the hospital.The system has been ran in RuiJin Hospital North and has achieved great practical results.First,this article studies and analyzes the present situation and development situation of the management of hospital at China and abroad,then demonstrates the important of the system in the hospital budget management;this pager describes the existing problems and future expectation in budgeting and expensing of hospital.The thesis introduces the.net framework,MVC,WCF,LINQ and OA Workflow Designer.Introduces in detail new system design methods and ideas of the budget-balance management system,as well as main modules and their implementation methods.At the end of article,the paper summarizes and reviews the research contents and conclusions of the thesis,and analyzes the practical effect and influence of the budget management system and also gives a prospect for the next step.
