In recent years, China's commercial banks have increased the foreign fee for cross-bank withdraw in some cities, which causing the public and the media questioned. Consumers believe that the bank has no right to raise foreign fee unilaterally. The charges standard is opaque, and they think banks intend to use this to seek profiteering. This paper is to take this as background and discuss the cross-bank fees issue in order to further enrich the theoretical system of China commercial bank intermediary business charges, and put forward some valuable enlightenment about the cross-bank charge issue.This paper begin with an introduction of basic theory of commercial bank's cross-bank charge, state that commercial bank intermediary business development theory?commercial bank service charge authority theory and commercial bank business pricing strategy theory. Introducing the concept of bank intermediary business and the content of intermediary business charge from above aspects. Then analysis the case of cross bank charge for foreign banks, summarize foreign scholar's research achievements on cross-bank charges. Put forward some suggestion on cross-bank charge in our country.The theoretical model established in this paper draws the basic assumption of McAndrews,(2001), then reform the original model through introducing the consumer utility and make consumer utility maximization to calculate the bank profit. Analyze the direct relationship between switch fee and foreign fee. Use the analytical framework of Hotelling to analyze the behavior of foreign fee adjustment, and focus on the changes of bank profit and customers share and competition problems caused by cross-bank withdrawing.
