Research On The Role Of Government On The Development Of Photovoltaic Industry In Hainan

Photovoltaic is the most widely used and fast developing industry in the field of solar energy. So many countries attach great importance to development of Photovoltaic industry since its advantages of abundant resources, highly technology application and environment friendly. The western developed countries strongly support the development of photovoltaic industry by using various subsidy policies, which provides a huge market for China. With the strongly policy support from the local government, Chinese photovoltaic industry has made significant development all over the nation.As a southernmost island province, Hainan has unique advantages in developing photovoltaic industry. With the background of implementing "Large enterprises, Large projects" strategy by Hainan Provincial government, A whole photovoltaic industry chain from upstream to downstream has been formed in Hainan.The article takes the role of the government should play as a research breakthrough point. Then, based on the intrinsic role cognition and external role expectation, the article set to analyze the current situation and main problems of photovoltaic industry in Hainan, consider and explore how the government should acts and bring forward measures and suggestions by using industry theory and public management theory.The article is divided into five parts. In the first chapter, the author briefly explains the research background&meanings, clarifies the core concepts, analyzes the current domestic and abroad research situation, and elaborates the theories and ways of research. In the second chapter, the author analyzes the current situation, points out the positive&negative effects of the role of government on the development of photovoltaic industry in Hainan. Taking the bankrupt of a leading enterprise-Suntech Power Holdings as a negative example, the author analyzes the wrong role of the local government and concludes some lessons in the third chapter. The forth chapter analyzes the successful experience achieved by other nations in the development of photovoltaic industry, submits the experiences worthy of learning and reference. On the basis of the previous analyze and research, the author brings forward some countermeasures and suggestions which Hainan Provincial government should act on the development of photovoltaic industry.
