Study On The PPP Project Feasibility Evaluation Of College And Universities

Higher education scale and quality have an effect on the social and economic development. Since 1999, the expansion of enrollment in colleges and universities, colleges and universities need to build more software and hardware facilities. The investment scale of is expanding but with inadequate education funding, which makes many colleges and universities' debt ratio higher and higher. So many colleges and universities adopt PPP mode to introduce social capital for university education project construction. PPP achieves a win-win situation for both government and social capital in not increasing government financial expenditure, but increasing education investment. However, because of the unscientific decision, there's lots of projects which do not conform to the interests of school, students and society.Aiming at scientific decision problem about PPP project in colleges and universities, this paper analyzes the background, purpose and significance of PPP project feasibility research. And research status at home and abroad were reviewed in two aspects of project evaluation and the PPP project. Then from the concepts of construction project of colleges and universities and their PPP projects, the characteristics, status, function, basic framework and operation process are mainly discussed. Finally, three core issues about PPP project feasibility evaluation of colleges and universities are mainly studied:First, the building of evaluation index system. Through “literature frequency analysis” and “theoretical analysis”, the study formed an evaluation index system on five dimensions such as the necessity of investment, technical feasibility, financial viability and social feasibility, feasibility of risk control. And then getting 50 events includes five categories of preliminary evaluation index system.Second, “Index system optimization and Index weight coefficient determination”. This paper use Cloud Model method and Delphi method to optimize the index and to determine index weight coefficient. Using the Delphi method to quantify the degree of project feasibility evaluation factors according to many experts, then using the cloud model visualization implement optimization heuristic level of the index system, thus to obtain the optimized index system and weight.Third, “Evaluation Method”. Due to the multiple layers of PPP project feasibility evaluation index system of colleges and universities, there are lots of subjective indicators and some objective indicators in this paper. This paper adopts the multi-level fuzzy comprehensive evaluation method considering the defect of membership functions, and this paper uses the cloud model of reverse cloud generator, cloud computing principles, combined with cloud model of fuzziness, randomness, statistical properties, instead of fuzzy membership function based on cloud model, the colleges and universities to establish the PPP project feasibility, the mathematical model of multi-level fuzzy comprehensive evaluation. And then using the example of the PPP project feasibility of colleges and universities the applicability of the evaluation model is verified.In the end, this paper get the PPP project feasibility evaluation index system and weight, and the multi-level fuzzy comprehensive evaluation model based on cloud model. And it provides a scientific solution to comprehensively evaluating PPP project in colleges and universities, promoting the optimized allocation of assets, and the decision-making basis of PPP project.
