Energy Saving And Environmental Protection Policy Evolution Of The Real Estate Industry And The Interaction Between Enterprises With Government

As an important field of the relationship between government and enterprise, there are many theories about the interaction between government and enterprise abroad, especially policy intervention in industrial development and enterprise promote the release of policy. While in China, because of immature development of strategic emerging industry, there is less research from a view of strategic emerging industry.Based on overviews of former researches, this study put forward the research framework about the interaction behavior of energy saving and environmental protection and real estate industry, investigate and analyze of the real estate business is how the enterprise respond to government policy. The research work included the following work. First, through literature review and the research background, the research goal was identified as the energy conservation behavior of the real estate industry. The energy-saving environmental protection industry as the first strategic emerging industry, received great attention from the government, and the real estate industry is a high energy consumption industry, so the research contribute to the transformation of the real estate industry. What’s more, this paper adopts qualitative research method combine longitudinal study and content analysis, based on the environmental protection industry policy of the real estate industry, discussed the behavior of energy saving and environmenta l protection about two real estate enterprises, summarized driving factors and response strategies.Our results have showed that: For policy makers, pay attention and guide the enterprises strategic consistent with the leading direction of government is helpful to better carry out policy. The four ways of the real estate enterprises respond to the government list as follows, participate in the meeting organized by the government, the government visit, get the government the certification, sign an agreement with the government. With the development of the real estate industry policy, the response mode gradually increased, the response is more frequency. Enterprises according to their own development stage, through the above- mentioned response mode interact with the policy, based on the promoting concept, practice to promote the formulation and implementation of policy. Therefore, the research has guiding significance for the development of other strategic industry and, how other real estate develop energy saving and environmental protection.
