Since reform and opening up, China's rapid economic development, with the rapid economic development also caused a series of environmental problems. In keeping the colleagues of the industrial development, how to keep to reduce resource consumption and environment pollution, has become a major issue facing in the process of China's sustainable development. Production activities increase the value of ecological efficiency reflects the economy and the relationship between the environmental impact, reflects the economic growth and the balance of the relationship between resources and environment protection, is one of the important indicators to measure regional circular economy development level. Therefore, this article USES the data envelopment analysis (DEA) to our country's 30 provinces from 2006 to 2012 to measure efficiency of industrial ecology, and on the basis of the investigation analysis of the difference of regional ecological efficiency, convergence and evolution law, finally consider the technology gap based on common frontier method to measure the ecological efficiency of industries in our country, the relevant environmental policies for our country provides the necessary decision basis, has important theoretical significance.In this paper, the main research contents and conclusion include:(1) China's regional industrial ecological efficiency seriously on the low side, there is great potential for resource conservation and pollution reduction, all over the country provinces and industrial ecology efficiency among the three major areas of significant heterogeneity, the eastern part of the industrial ecological efficiency index value is significantly higher than the central and western regions., through the comparison of the standard deviation, find that the provinces industrial ecological efficiency of significant regional difference is greater than the time difference; Sample period, the overall industrial ecological efficiency of volatility is relatively severe, whole presents the first inverted "V" type of lowered after trajectory, rise is very small.(2) 2006-2012, the provinces in our country industrial ecological productivity achieved an average 16.0% improvement, but there was significant regional difference; The provinces in our country the promotion of industrial ecological productivity relies mainly on the technology progress to drive the industrial environment, belongs to the typical mode of "single wheel drive", pure technical efficiency change impetus is extremely limited, and the scale efficiency is the key factors that hinder China's industrial ecological productivity improvements. Eastern, central and western three areas of industrial ecological productivity and its decomposition index show the characteristics of relatively significant heterogeneity. The nation and the three areas within the province does not exist convergence characteristics, industrial ecological productivity gap between the provinces may continue to be widened.(3) The overall low efficiency of industrial ecology in our country, from the national common frontier and 72.% of room for improvement, three regions, huge industrial ecological efficiency difference of different provinces, the sustainable development of serious imbalance, the eastern part of the industrial ecological efficiency is much higher than the Midwest; Three regional ecological production technology obvious heterogeneity, eastern, central and western regions of the common technical rate of 0.972,0.293 and 0.234 respectively. The eastern region to realize the potential of the country's more than 97% of the optimal ecological production technology, represents the optimal level for the sustainable development of ecological economy, central and western regions, respectively, implements the optimal ecological production technology of the country's only 29.3%and 23.4%, respectively, 70.6% and 70.6%of room for improvement; Will jointly frontier provinces under ecological inefficiency from "production technology" and "management" two dimensions are decomposed, can be broken down into "technology gap inefficient (TGI) indicated" and "management inefficiency (GMI)", found three regions, the root cause of ecological inefficiency in different provinces, most eastern provinces from management inefficiency, and the central and western regions is mainly due to the technology gap is inefficient.
