Research On Policies Of Yibin County AIC For Promoting The Development Of Small And Micro Businesses

At present, China's economic development has entered “new normal” and is confronted with increasing downward pressure. How to transform, upgrade and cope with the changes of economic development under market-oriented economic system has become a widely-concerned subject. Under such backdrop, the society starts to focus on small and micro businesses which were once ignored by the public. Now small and micro businesses have become the breakthroughs for economic development. Since small and micro businesses are now playing an important role in national strategic arrangement for economic transformation and development, more and more researches on the development of small and micro businesses have been carried out.The international society started researches on small and micro businesses long ago. The U.S., Japan and the United Kingdom, the earliest in embarking on the study, have developed a string of policy systems concerning the development of small and micro businesses which is of great reference value. In contrast, China's research in this area is late in getting started, but China has obviously increased input in the research. At present, the state has launched a series of policies to encourage and support the development of small and micro businesses.During his inspection to the State Administration for Industry & Commerce in March 2015, Chinese Premier Li Keqiang specially remarked that administrations for industry & commerce are the pioneers in pushing forward massive entrepreneurship and innovation and in deepening reform; they safeguard market order and are the main force in market supervision. The remark further defined the administrative status and role of the administrations for industry & commerce in undertaking law enforcement and market supervision as well as in providing service to boost healthy development of enterprises. The importance of administrations for industry & commerce to small and micro businesses speaks for itself.Grass-roots administrations for industry & commerce, involved in the front line of market-oriented economy, act as a critical link since they have the deepest and most extensive contact with small and micro businesses. The research on the supporting policies released by grass-roots administrations for industry & commerce plays a very important role in better boosting the development of small and micro businesses and facilitating economic transformation and upgrading under “new normal”. The thesis contributes its thinking as to how to better boost the development of small and micro businesses from the view of Yibin County Administration for Industry & Commerce, an ordinary grass-roots administration for industry & commerce in Sichuan Province.The thesis is divided into five parts. The first part briefly introduces the background and significance of the research as well as the current status of relevant researches at home and abroad. The second part sorts out and summarizes the current status of the support provided by administrations for industry & commerce and relevant governmental departments in a systematic way. The third part, taking Yibin County, Sichuan Province as an example, researches and analyzes the policy demands from small and micro businesses. These demands mainly focus on aspects including industrial structure, trademarks and brands, financing channels and market environment. The fourth part points out existed problems and the causes behind them after systematical analysis of relevant policies support provided by the administration for industry & commerce to small and micro businesses. The analysis is done from aspects including market access, trademark service, financing assistance and market supervision. The fifth part offers countermeasures and proposals to administrations for industry & commerce for optimizing and perfecting the development of small and micro businesses.The thesis researches the policies released by Yibin County Administration for Industry & Commerce to boost the development of small and micro businesses through theoretical analysis, normative analysis and empirical analysis. Research findings point out problems found during the execution of duty by Yibin County Administration for Industry & Commerce and put forward basic thoughts and specific countermeasures in solving the problems.
