Research On Supporting Policies For Small And Micro Enterprises In Jiangxi Under The Influence Of COVID-19

The outbreak of the novel coronavirus disease 2019(COVID-19)at the beginning of 2020 has brought a serious impact on social and economic development.Small and medium-sized enterprises(SME)are more affected by the impact of the epidemic due to their "natural weakness" of weak anti-risk ability.With a large number of enterprises and a wide range of areas,Chinese SME are the important objects to ensure the main body of the market,the important support for the "six stability" work and the implementation of the "six stability" task,and the key link to enhance the stability and competitiveness of the industrial chain and supply chain.Therefore,helping small and medium-sized enterprises to tide over difficulties is the top priority of government work.Since 2020,the government has successively issued a series of policies and regulations to promote the resumption of work and production of small and medium-sized enterprises,safeguarding the steady and healthy development of small and medium-sized enterprises.Based on the theoretical perspective of policy tools,this paper analyzes the support policies for SME in Jiangxi Province under the background of COVID-19 epidemic.On this basis,it further explores the characteristics and shortcomings of Jiangxi provincial government in formulating support policies for SME,in order to provide reference value for future relevant policy formulation and policy system optimization.Specifically,this paper selects two dimensions of policy tools and enterprise operation and production factors to build an analysis framework.Using content analysis method,59 policy documents issued by Jiangxi provincial government from January 1,2020 to June 30,2022 are taken as samples for unit coding and quantitative analysis.It is found that the current SME support policies issued by jiangxi provincial government have the following characteristics :(1)the environmental policy tools are excessive and the internal ratio is unbalanced;(2)Appropriate supply policy instruments with balanced internal proportions;(3)demand-type policy tools are "absent" and the internal proportion is unreasonable;(4)There is obvious policy imbalance in the dimension of production and operation factors.Based on this,this paper puts forward the following optimization suggestions :(1)strengthen the collaborative development among policy subjects;(2)To strengthen the rational choice of policy instruments;(3)Strengthen the synergistic effect of policy tools and enterprise factors.
