Study On The Problems And Countermeasures Of The Use Of Financial Social Security Funds In Luzhou City

With the rapid development of the national economy,the social security system of our country has been established and improved.In recent years,governments at all levels accelerate the establishment of a social security system covering both urban and rural residents,and actively explore for the local social security management system.Social pension,,social health,social relief,social welfare and social security system have basically achieved the "full coverage,basic,multilevel and sustainable features.Therefore,financial departments at all levels continue to increase capital investment,social security expenditure increased year by yea.The issue of social security for the various groups have already become the current finance hot work,but due to inadequate attention on social security funds based management or the use,it leads to unreasonable structure,regional imbalance,even enjoy treatment repeated problems,resulting in new unfair,caused the people's widespread concern and discussion.The use of financial funds of social security is reasonable or not in relation to a country's economic development and social stability.Therefore, it has become an important issue that how to use the financial social security funds and put an end to the loss and waste.This paper reviews the relevant view of domestic and foreign scholars for social security,expounds the public finance theory,welfare economics theory and the relationship between the public finance and social security, combined with the author's working practice,using the methods of literature,empirical research and investigation research to analyze the local social security system,the collection,use and management of social security funds.The use of local social security funds are focused on,and pointed out the problems of Irrational structure,huge difference between regions and between urban and rural areas.According to the existing problems,it put forward corresponding countermeasures and suggestions.Through a series of measures to improve the level of financial social security,narrow the gap between urban and rural areas,and gradually solve the problem,and finally realize the equalization of public services.This main paper is divided into five parts.The first part is the introduction of the background and significance, related concepts,methods and contents.The second part is the introduction about the research status and theories,focuses on the relationship between public finance and social security.The third part analyzes the main use of the finance social security funds of Luzhou city,points out the existing problems.The fourth part is in view of the existing problems,put forward suggestions and countermeasures to solve the problem.The fifth part is the conclusion.In this process,through the theoretical analysis,combined with the actual situation,analyze the existing problems and put forward feasible suggestions and countermeasures,and finally come to the conclusion.
