The Influence And Inspiration Of EU Milk Quota Policy Reform On China's Dairy Industry

Milk quota policy was used to limiting milk production which allowing the government to achieve the purpose of controlling the whole dairy market.European Union since April 1,1984 began to implement milk production quota policy,after over 30 years of reform and development,on April 1,2015 officially canceled.The implementation of the quota policy in stabilizing the EU internal market,ease of production remaining difficulties,upgrade the international competitiveness of the EU dairy played an important role.This paper based on the concept of milk production quotas,and set forth the theoretical basis for the domestic and foreign policy of milk production quotas on the study concluded.First,compared with the EU and China's dairy industry development status and policy system,there is a big difference compared to China and the EU dairy policy.China's policy is only for cow's aspects,trade,the lack of systematic supplied management policies;the EU is not only price subsidies and insurance system also includes a supply management policy-milk production quota policy.Secondly,the reform process of EU milk quotas policy,mainly through two important stages.That is,milk production quotas stabilization period(1984-2007),stabilizing milk quota period,the magnitude of change is small;the EU Committee on Agriculture decided to expand milk production quotas during the period of expansion(2008-2015.4),basically in steady state quota increase of 2%,and since 2009 with an annual growth rate of 1%;in April 2015 the implementation of more than 30 years the termination of the quota system.Again,from liquid milk and dry milk products to analyzes the impact of EU milk production quotas policy for China's dairy industry,found that trade between China and the EU unilateral trade mainly to the EU dairy exports to China,and fresh milk and whey-based;the EU exports to China twice greater change occurred after the EU milk policy reform,the reform of the EU milk quota policy described have a certain influence on the development of China's dairy industry.Finally,the EU milk quota policy to summarize the basis of China's dairy industry policy system of revelation on the proposed policy suggestions: First,raise awareness of agricultural support and protection,construct the dairy policy which accommodate China's national conditions;second,comparative advantage to adjust the structure of the dairy industry and enhance the competitiveness of China's dairy industry;third,increase capital investment to improve the milk quality and increase production of dairy products and enhance the overall strength of China's dairyindustry;fourth,improve the detection dairy regulatory system to ensure the quality and safety of dairy products;fifth,increase policy support efforts to improve the Chinese dairy policy.
