Congested urban traffic seriously restricts the economic development of Guizhou province,the construction of rail transit has become an urgent task.However,the development of rail transit in China is hampered by investment and financing problems now.The pattern,which takes the government investment as the investment and financing subject,can not satisfy the increasing traffic demand.So looking for market diversification financing model has become inevitable.The PPP investment and financing pattern is standing out with its unique advantages.It is a novel pattern of public-private partnership.The application of this model can introduce the private sector and improve the efficiency of project construction,which saves the time and cost.This paper mainly researches the rail transit and property along the line joint development.The main content includes: In the first part,it studies on the two phases of the construction of rail transit and how to operate investment and financing.It focuses on the functions of the positioning PPP financing mode stakeholders,fund-raising mode,sources of funding,operational processes and specific franchise program.Franchise is the main contract in the PPP mode.So it detailed analyses the whole process including the formation and implementation process,the operating period of the concession,the exit mechanisms and the asset disposal after the termination.In the second part,in order to enable the smooth implementation of PPP financing model,the paper elaborates how to establish a good return on capital model in four aspects,which aims to improve the orbit transportation after the opening of expected returns and attract more high-quality social capital for investment and financing.Along with the development and utilization of the property is the biggest source of earnings outside passenger fares,this part emphatically analyzes the method of improving rail transit project's earnings with studying the process from land transfer to the property development.In the third part,the paper summarizes a suitable plan for the development of rail transit construction in Guizhou in reference to the built experience of Hong Kong and Shanghai subway.It takes the construction of the Guiyang light rail line project as an example,and detailed analysis the investment and financing process and researches proper programs of the developing within and outside the station.This article belongs to applied financial feature article.By comparing the vary investment and financing ways,it analyses the advantages and rationalities of the rail transit construction in Guizhou Province taking Metro PPP investment and financing model.The innovation is taking the local characteristics of Guizhou Province as consideration and improving the details of the application model,which make the PPP model is more appropriate,more suitable for light rail construction in Guizhou province,and ultimately improve the efficiency of investment and financing and achieve effective planning of urban transport system;This article is not only expounding the theory of knowledge and experiences,but providing the way of combination the rail traffic construction of the property and how to develop specific investment and financing.And finally design a suitable financing scheme for Guizhou Province light rail construction.We hope to provide some useful suggestions for light rail under construction in Guizhou.
