Currently, the shenzhen government has officially launched three phase of shenzhen urban rail transit construction work.. Three periods of rail transit project construction will be in three stages, including line6,7,8,9&11. Totally with about170kilometers of subway lines, the construction total investment estimation of about125.6billion yuan. In view of the relationship between urban rail transit project to citizens travel aspects, need to ensure operational efficiency at the same time, both convenience and safety. And because of the large capital investment in the early stage of the urban rail transit construction&in the late high operating costs. Its utility attributes to determine the project itself low profitability, long payback period. So how to effectively expand the future in the operation of the construction of urban rail transit investment and financing mode, to become the future sustainable development of urban rail transit important subject faced by.Shenzhen has been standing at the forefront of investment and financing reform, and the trial implementation of BT&BOT investment and financing mode for the second phase of Shenzhen urban rail construction has achieved gratifying successes. As for investment and financing mode for the third phase, it will make new attempts based on experience of the second phase.This article analyses the status quo, long-term plan and problems of Shenzhen urban rail construction, sums up the experience of the first and the second phase construction, and puts forward a new investment and financing mode for the third phase construction according to investment and financing guidelines for the third phase construction and the overall situation and characteristics of line6:PPP mode&"rail+property", i.e. comprehensive development of rail and property development together with PPP investment and financing mode to transform external benefits into internal profits and achieve financial balance during line6construction. Meanwhile, the appreciation of properties and land resources along line6will also facilitate line6construction so as to realize common development. Promote new town construction, old town reconstruction as well as industrial upgrading, speed up the tempo of urbanization as well as ensure urban sustainable development.At the same time, for line6projects of this innovative investment and financing mode to ensure operation plan and operation mechanism and analyzes the causes of project risk. According to the type of risk, and puts forward the countermeasures of risk aversion.
