Study On Differences And Influencing Factors Of The Human Capital Investment Efficiency In Beijing-tianjin-hebei Region

With the development of economy globalization, the core element of the regional and national economic development is no longer relying on how much material wealth it owns,but it is depending on the level of human capital, the levels of human capital is directly related to the strength of the core competitiveness of the country. As research on human capital investment continues to development, more and more studies have found that in the process of enhancing the level of human capital, we must not only focus on the total amount of the human capital investment, but also to focus on the issue of investment efficiency. Beijing-tianjin-hebei region which is the core of Bohai Economic Rim, has become the third economic growth pole after Yangtze River Delta economic circle,Pearl River Delta economic circle.We realize that the coordinated development of Beijing-tianjin-hebei has become a major national strategy.however the economy development is not balanced. As a key element to affect the economic development of the Beijing-tianjin-hebei region, how is human capital investment efficiency of the ? How is the efficiency difference among different provinces, and is this difference showing a trend to expand or shrink? What are the factors which lead to the differences between the provincial investment efficiency?To solve above problems, this paper evaluate human capital investment efficiency of Beijing-tianjin-hebei with DEA models, from 2007 to 2014.The research shows that: First of all, overall efficiency of human capital investment of three provinces is on the rise, but the growth trends have significant differences among three provinces.Pure technical efficiency of Beijing and Tianjin promote the human capital,to a certain extent,, but the pure technical efficiency of Hebei province has a "drag" effect on human capital; By the Malmquist index analysis,human capital investment efficiency of Beijing-tianjin-hebei tends to be significant growth, and technological progress is the main causes of the different trends of human capital investment efficiency differences among three provinces.To understand the influencing factors of human capital investment efficiency differences,this paper makes regression analysis of economic development, industrial structure, health care,provincial education,urbanization level, using the DEA and Tobit, drawing that economic development, industrial structure,provincial education have significant positive correlation with human capital investment efficiency, health care negative correlation, and the impact of urbanization level is not significant.Finally, according to the human capitalinvestment efficiency evaluation and regression analysis of influencing factors, this paper proposes the upgrade paths to reduce the differences of human capital investment efficiency;(1) Continue to strengthen the human capital investment, and give full play to the advantages of scale efficiency.(2)Promote the technological progress and improve the techniques efficiency by ameliorating the management system of human capital investment.(3) Continue to make the use of economic development's leading role in the human capital investment efficiency, and enhance the positive effects of the industrial structure adjustment and provincial education.(4)Strengthen provincial education and health care exchanges and cooperation, established talent "reflux" mechanism, and avoid negative spillover space effects.
