Hubei strong scientific and technological resource base for the high-tech enterprises of innovation provides a good soil, healthy and high-tech companies can thrive is an important issue in Hubei province of central China industrial restructuring and upgrading, and to the smooth realization of the relationship. Therefore, the province of high-tech enterprises to conduct a comprehensive and thorough scientific evaluation system for its capability of independent innovation has far-reaching significance. In this paper, system science and management science theory as a guide, the establishment of an integrated assessment model AHP and entropy of the Combination of qualitative and quantitative indicators, found from the analysis of the results and to solve the problem, the conclusion is as follows:First of all, on the whole, independent innovation capability of high-tech enterprises in the province showed a continued improvement trend since 2008 to enhance the speed. While the macro-economic slowdown, but with the increase in regional scientific and technological activities and R&D funding, independent innovation capability of enterprises is still a significant development.Secondly, in determining the success of high-tech enterprise independent innovation ability of reasons, human factor endowments and corporate technology investment area is the most important aspects. This means increasing the level of accumulation of talent and encourage enterprises in Hubei R & D investment can greatly improve the capability of independent innovation of enterprises. Meanwhile, although the beginning of this century and the development of the past few years has increased, but still there are many constraints, the most important is the degree of exchange and cooperation between high-tech industry with universities and research institutions is not enough; a lower conversion rate of scientific and technological knowledge; tech enterprise R & D investment shortage.Finally, to further strengthen the province of high-tech capability of independent innovation, the province needs to continue to play the advantages of the accumulation of talent, and further strengthen the construction of scientific research platform for innovative talents of high professional quality resources and platforms; to encourage and guide enterprises to increase investment in research and development talent level and the effective operation; the establishment of regional innovation platforms; to encourage R & D cooperation between enterprises of major basic technologies; encourage venture capital investments. |
