Abstract/Summary:
Under the new strategy of‘public entrepreneurship,peoples innovation'innovation has become a new engine to drive China's economic development.innovation policy and itsevaluation research also once again become the research focus of policy makers and scholars.Throughout the research results of innovation policy evaluation,we find that most of the studies focus on the analysis of innovation policy textbooks or focus on macro-level implementation effects.Few scholars studied the effect of innovation policy on the innovation activities of enterprises on the micro-level and from the policy input.Based on this,this paper takes the innovation policy connotation as the research starting point and draws the Rothwell policy tools classification to proposes the innovation policy theory research frame,and also argues that supply-based policy tools have a positive effect on R & D activities,demand-based policy tools have a stimulating effect on enterprise R & D activities,environment-based policy tools can indirectly affect R & D activities.For that,the paper regards the policy tool as the intermediary and further constructs the evaluation model of "policy input-policy output" in the microcosmic level of industrial category and firm scale.Further more,this paper uses the content analysis method to analyze the high-tech enterprise innovation policies in Hebei province from 2009 to 2014,and uses the Multilevel Growth model to analyze the datas of Tech enterprises in the period of 2011-2015 to carry out empirical research.The empirical results show that the innovation policy text of Hebei high-tech enterprises mainly lacks the application of demand-type policy tools,does not very match enterprise,weakens the size of the decomposition as well as,the use of policy tools have a greater bias in the high-tech industries.The effectiveness of innovation policy research reveals that,in the dimension of firm size,financial support policy tools can support R&D activities in small-scale enterprises,while medium and large enterprises should focus on the use of tax preferential policies.In the industrial category,the tax preferential policy tool has the highest intensity of R & D activities in all industrial categories,while the financial support policy instruments have the lowest intensity.By comparing the two policy tools we find that,in the industry and scale,there exist differences between policy tools which have obvious effect on enterprise R & D activities and the ones which focus on policy-making.
