With the improvement of the modern enterprise management level, performance management has been paid more and more attention and application. Performance management plays an important effect in improving the management efficiency and so on as an important means of human resource management. But in the implementation process of performance management, there have been many specific problems, which affect the performance of the implementation of performance management. How to solve practical problems through theoretical analysis is the main purpose of thesis.Firstly, thesis analyzes the characteristics, organizational structure, system and process, the work content and personnel structure of the company in terms of the performance management of HY Mobile company. Thesis summarized the existing problems of companies in the performance management, including formulate unreasonable of performance plan, performance management system and the process of loss, performance appraisal is not standardized, and the effect of performance results using is not ideal. Secondly, combined with the theory of performance management, from the aspects of management control and organizational behavior, combined with the characteristics of state-owned enterprises, in view of the various factors that affect the effectiveness of performance management. Finally, thesis put forward the optimization and improvement prograthe about organization system, management system and its processes, performance index system, performance appraisal system, and concrete implementation aspect. All of its integrated use of key performance indicators(KPI), management by objectives(MBO) and some performance management tools. Thesis design the performance management system suitable for HY Mobile Corporation. Thesis solves some practical problems in the process of performance management of state-owned enterprises, and provides some reference value for state-owned enterprises to improve management efficiency and enhance the core competitiveness of enterprises.
