Felling system at the part of the public ownership has no problem, but there are some problems at the part of the individual, which is the context of this article to be solved.Analysis of felling system, noted the forest felling has some problems,for example public forest owners chaos,felling system and property rights law conflict, cutting quota allocation is not reasonable. While felling system with Japan, Germany, and Russia felling systems for the Forest Law,by comparing suggestions about perfecting our felling system. Final conclusions are as follows: the first, should be clear of public forest can only belong to the state, collective and public interest organizations,The part of ownership should be gradually placed under the state, collectives and public organizations;second, perfection of legislation relating to felling system to coordinate with Property Law;third, reform of felling quota distribution system, binding trees and felling quota,felling quota is determined according to the type and growth conditions of trees;fourth, establish the felling filing system, change the felling permit system to the felling filing system for the private forest.Hope to whereby the development of forestry industry, and in the development of the forestry industry, to protect our forest resources can be long and orderly development.
