With the development of socialist market economy in China, the word "innovation" is getting more and more attention.As Premier Li Keqiang said: "this is an age of universal entrepreneurship and innovation." As the core of high-tech enterprises, research and development activities can reflect the innovation capability and core competitiveness. With the constant adjustment and improvement of Chinese tax policy, the tax burden plays a more and more important role in the factors of enterprise R&D activities. Based on this research background,the relationship between tax burden and R&D performance of high-tech enterprises in Henan Province was studied in this paper,with the hope to expand the width and depth of the study on the relationship between tax burden and R&D performance.Firstly, the related theory and literature research results were sort out and summarized in this paper,trying to find out the way of tax burden affecting the R&D performance from a theoretical point of view.And two possible paths are proposed.Then, the present situation of the high-tech enterprises in Henan province from 2008 to 2012 were analyzed and sorted out from the aspects of tax revenue, tax reduction,R&D investment, R&D performance and so on. Finally, on the basis of the relevant research results, I decided to evaluate the enterprise tax burden from two angles,tax revenue and tax reduction. Through the empirical analysis of the relationship between the two aspects and R&D performance respectively, the thesis comes to the conclusion that there is a positive correlation between tax burden and R&D performance. More specifically, the less tax revenue and tax reduction, the more R&D investment and R&D performance. The conclusions of this research provides empirical evidence for the implementation effect of tax policy, and illustrates our current tax preferential policies does reduce the corporate tax burden, encourage investment in R&D, so that the R&D performance has been raised.
