Analysis On The Status Quo And Countermeasures Of Family Farm Development In Shangqiu City

With the accelerated pace of industrialization and urbanization, the development of agricultural productive forces has been unable to adapt to the new production relations, traditional agriculture has been unable to maintain its basic role. For the first time, the Third Plenary Session of the Seventeenth Central Committee, put forward the family farm as one of the main body of agricultural management of scale;subsequently, in 2013 the central "No.1 file" was again referred to the family farm, the encouragement and support of contracted land to professional investors, family farms,farmers cooperatives transfer. The family farm is a new agricultural business entity.The advent of the size of the family farm production not only solve the land fragmentation, mechanization the drawbacks of the low rate of and more to solve the labor transfer and land transfer caused by the land waste problem, made a great contribution for the development of agriculture.This paper adopts the method of questionnaire survey, on-the-spot investigation,to study 40 family farms of Shangqiu. in investment scale, land scale, the policy of subsidies, the use of science and technology degree in the development of the status quo investigation, summary; after the data analysis, found that family farm in Shangqiu, although the development of state potential is relatively good, but there are still a series of problems, mainly in the low cultural level of farmers, government supporting policies are not perfect, land transfer mechanism is not perfect, agricultural science and technology infrastructure is weak, financial support for efforts to small,socialization service system is relatively weak etc.. According to the family farm development and characteristics of Shangqiu, combined with Britain, Japan and other countries of the family farm development experience, put forward to strengthen the new family farmers training efforts, to increase subsidies and support, clear the land circulation system, strengthen construction of intermediary, increasing the agricultural insurance system, agricultural technology extension system construction, perfect social service system construction etc. a series of proposals and suggestions, in order to provide powerful reference to the completion the development of family farming for a long field.
