The Study On Transformation And Upgrading Of Financial System For Promoting Low Carbon Economy

With the development and utilization of fossil fuels such as coal,oil,and conventional energy like biomass energy,human society gradually developed from ancient agricultural civilization to industrial civilization of modern society.However,as the global population explosion and the geometric growth of economy,people gradually realize the use of fossil energy and other environmental pollution problems and their serious consequences.Under this background,series of new idea like "low carbon technology","low-carbon life","carbon footprint","low-carbon city","low carbon society”,and new policies arises.Low carbon economy is a kind of innovative economic social formation,the biggest characteristic of it which different from traditional economic form is decoupling the linear relationship between the economic growth and greenhouse gas emissions,under the premise of economic growth,the greenhouse gas emission will tend to smooth or reduce.In the process of construction of low carbon economy society,the role of the financial system is significant;actively promote transformation and upgrading of the financial system to the low carbon financial formation can greatly accelerate the development of low carbon economy social development process.Research direction put forwarded in this paper is what are achievements of transformation and upgrading of the financial system of low carbon economy internationally and in China,and how to upgrade transformation in China.The research content has a very important foresight and acting a security role in the development of low carbon finance in China at present stage.Moreover it can gradually weakening rely on administrative commands of "headache cure head,feet hurt the medical foot" type of mandatory management in the process of the transformation and upgrading of low carbon finance;and gradually strengthen market regular spontaneous guide;and provide more powerful,more standardized means of security to the future low carbon financial system evolution and progress.
