Climate and energy resources are indispensable external conditions for human survival and development. However, with the continuous expansion of production and living activities of hum an society, the use of energy resources,especially the fossil energy resources is increasing as well as a lot more greenhouse gas emissions. It triggers global wanning and energy crisis, seriously af fecting the safety of human life and production activities and arousing global concern. From "Un ited Nations Framework Convention on Climate Change","Kyoto Protocol", to "Copenhagen Ac cord", people around the world are actively coping with climate change and energy crisis. The g reen economic development model-low carbon economy, with low energy consumption, low po llution, low emissions and high efficacy, high efficiency, high profit as its main feature, with ene rgy technology innovation and institutional innovation as its core, with improving energy efficie ncy and reducing greenhouse gas emissions to achieve sustainable development of mankind as it s goal, is undoubtedly the most effective way to solve the energy crisis and global warming issue s. China, the world’s second largest energy consumer and the first in carbon dioxide emissions, fa ces enormous pressure in reducing emissions. As Jiangsu Province is a pioneer of China’s econo mic boom, its energy problems and carbon emissions are inevitablesevere,it faces the difficult task of energy conservation and emissions reduction.The industry is the leading force in promoting the economic development of Jiangsu Province, which leads to rising carbon emission s. Therefore, the industry in Jiangsu Province promotes rapid economic development and also br ings tremendous pressure, which is the key to achieving energy saving.This article develops a series of studies on the transformation and upgrading of industry in Jiangsu Province in this context. In reference to domestic and foreign scholars relevant theories and research achievements on energy consumption.carbon emissions, industrial structure adjustment,this paper uses the descriptive statistics analysis method to analyze the current situation of industrial development,energy consumption and carbon emissions of jiangsu province.While teasing out the factors that influencing industrial carbon emissions,combind with relevant data from1995to2011,established econometric models for time series empirical a nalysis. The results show that the expansion of the industrial economy, the incredibly high ratio o f high-energy-consuming products export, the proportion of light and heavy industries would res ult in increasing carbon emissions on the objective; while the more clean energy such as oil and natural gas, and industries technical level increase in the share of the energy consumption structu re, helping to reduce carbon emissions. Finally, according to the related research and conclusion of this paper, this paper put forward the following suggestions for jiangsu province to realize the industrial transformation and upgrading, and realize the sustainable development of economic and social:making scientific planning of industrial development to promote upgrading of the industrial structure; adjusting the industrial energy consumption structure to improve energy efficiency; controlling the export of energy intensive industrial products to optimize the structure of export trade; to speed up the establishment and startting of the carbon trading platform to promote the formation of low carbon policy mechanism; to increase the investment in science and technology to establish a technology innovation system that the enterprise as the main body.
