The reformation of collective suburban property system has been a national research hotspot especially under the background of accelerating process of urbanization.The urbanization in rural area is not simply transforming the identity or habitat of farmers,it also includes the improvement of modernity and life quality such as production method and life style,social management system and etc..To achieve the goal of collective property system reformation in clarifying the belonging of rural collective property,with the purpose of enhancing efficiency of property operation and ensuring hedging and appreciating of collective property,and eventually to achieve the goal of improving the famers' income.Currently,there is no compulsory national legal regulation in the mode of rural collective property reformation.Additionally,there is no fixed operation mode and pattern to follow because of the diverse development status of provinces.However,,it is plausible to divide it into three modes based on the factual situation of some regional collective property reformation as cooperative system,shareholding and cooperative system and shareholding system.However,the shareholding reformation mode achieved in separating the ownership and operation,because the reformed enterprise acquired the independent legal person right,therefore it can participate in any trade in the market economy.With the characteristics of the shareholding reformation mode,it benefits in enhancing management efficiency and solve problems such as poor management,operation and capital operating.The companies established after the reformation restrict the interest sharing among shareholders through "articles of association",in order to avoid the absolute equalitarianism or unequal sharing.It sorted the interest distribution system and push enterprise into the asset trading market for regroup,merge and acquisition.It will help enterprise to absorb capital and expanding the financing scale.Therefore it becomes an ideal collective property reform mode.Not only regulated the former collective management style,it also keeps and appreciates the value of group asset.Hence it improves the life quality of former group members,catalyzed the transformation of famers to urban citizens,and also provides policy support in urbanization.With knowledge in discipline of management,economics and laws,and research methodology includes exploring former data material,analysis and comparison,empirical research,this article exams the question of choice-making of rural collective property systemreformation,and reaches its own conclusion.This article analyzes the undergoing situation and problems of suburban rural collective economic organization system,and combines the reality of collective property shareholding reformation in District Lixia of Jinan,and analyzes choices of suburban rural collective organization reform mode,compares the empirical experience of other Chinese areas,and analyzes the character,influence and existing problems,and comes up with the conclusion that shareholding reform is the best solution for rural collective asset reformation.Meanwhile,it comes up with the solution of existing problems from the perspective of public management and service,in order to accelerate the deepen process and enhancement of rural collective asset shareholding reformation.
