Recently,the amount and capital investment in government-invested projects has increased rapidly,leading to constant increase in the problem of efficiency in the field of government-invested construction such as non-rigorousness in approval and initiation,unscientific decision,insufficient investment control,low efficiency in capital management and use,low resource use efficiency and serious waste and so on;how to improve the efficiency of government-invested projects has become the hot issue in public opinion and attention.Performance auditing is the effective way to improve the efficiency of government-invested construction projects.However,there are also some problems existing in performance auditing of present government-invested projects in China such as lack of essential emphasis on performance auditing due to the idea of emphasis on reduction while with little attention on efficiency,lack of legal basis and system guarantee for performance audit,the auditing time's failure to cover the overall process of project management and construction,and imperfect performance auditing and evaluation management system for government-invested construction projects and so on.The core problem is about the evaluation index system of performance auditing for government-invested construction projects.There has not been a set of authoritative,scientific,and unified performance auditing and evaluation index system about government-invested construction projects for reference.There are also problems like indefinite index selection,lack of unified standard,insufficient combination between theoretical research and practical application,and lack of comprehensiveness and consistency and so on existing in the current index system.The thesis applies literature analyzing method to systemize and analyze theories and practice of performance auditing(evaluation)about government-invested construction projects home and abroad,and makes clear the concept,scope and type of government-invested construction projects.Through analysis on the development and existing problems in performance auditing about government-invested construction projects,the thesis focuses on breaking through the problems in performance auditing and evaluation index about government-invested construction projects like lack of universality,operability,and comprehensiveness as well as inorganic integration between theory and practical application,thus constructing a set of reasonable performance auditing and evaluation index system about government-invested construction projects with strong operability and promotion.From the perspective of project life cycle theory,the thesis combines 5E theory mostly adopted in current performance auditing,and constructs two-dimensional index manifestation with project effect(economy,efficiency,effect,fairness and environment)in horizontal dimension,and project procedure(decision stage of project,execution stage and use stage)as vertical dimension).In the research process,the thesis designs the investigation questionnaire with Likert Five-scale table as form,and invites related experts and staff to score the importance of the score.After data collection,SPSS and EXCEL software is applied to summarize,systemize and analyze data.Finally,entropy weight method is applied to make precise logical calculation with the scientific and accurate index weight concluded.The index system research made in the thesis breaks through the essential points and difficulties in performance auditing about government-invested construction projects,and provides some methods and reference for academic field,which is favorable to further improvement over government' investment decision and management level,and scientific development.
