The Research Of Decision-Evaluation System And Model On Projects Invested By Government

The government project is an important way that the government carries out it's working talent, it is also an important component of fixed assets investment of the whole society, because their invest in such characteristics as: big risk and public welfare strong, etc., relate to the development of the economy and society. But, because of the problem on the understanding of project's property and its evaluation-way, these project's decisions usually with subjective judgment, make they can't attain expectation performance after set up. Also analyzed five evaluation aspects of government project especially: social evaluation,economic evaluation,technique evaluation,environment evaluation and political national defense evaluation , and become into index system. Then combine the AHP method and entropy weight method into the comprehensive Subjective and Objective heavy. Based on this, make project decision with the Gray Target theory. This is the Gray Target model. At the end, with the XingTai bus station's building for an example, analyzing the concrete circumstances,finding the index, setting up evaluation system, and making use of model to carry on decision. To show this model is advantageous to the success of government project, to be advantageous in getting science decision of these items.The decision of government project not only relate to the success or failure, but also greatly influent the economy,ecosystem environment and the society development,it will be gradually scientific, systematic and push the development of place economy and the public enterprise.
