The Problems And Countermeasures Of Heilongjiang Province's Economic And Trade Cooperation Policy With Russia

Being China’s bridgehead and junction station opening to Russia,Heilongjiang holds the leading position as the largest province in terms of economic and trade cooperation with Russia.To facilitate the growth of the cooperation,the government departments have worked out a series of efficient policies in guiding the cooperation participants to take initiative to adapt to the trend,regulate the direction and to expand operations.However,many of these policies have not gained expected results due to their intrinsic problems.With China’s economic growth being a new normal state,what should Heilongjiang do to seize the historical opportunity of the new upgraded stage of a comprehensive and strategic partnership between China and Russia,to take the advantage of the driving effect shaped when China accelerates the implementation of the Belt and Road Initiative,and to make and improve policies for economic and trade cooperation between Heilongjiang province and Russia? In addition,what the province should do to speed up the transformation and upgrade of the cooperation,to overcome cooperation difficulties,and to build a new setup of diverse opening-up? The above questions need to be thought and discussed seriously.The paper analyzes provincial policies of Heilongjiang for trade cooperation with Russia,learns from success foreign policies in facilitating regional economic cooperation,and compares the policy formulation and implementation conditions with neighboring provinces.It discovers problems and shortcomings for the provincial policies for economic and trade cooperation with Russia.To meet the new historical opportunity,it proposes responding strategies for improving the policies conducive to the innovative development of the cooperation.In doing so,it strives to give a help in speeding up the implementation of the strategy of the Heilongjiang Land and Sea Silk Road Economic Belt by offering services for government policy-making,providing information and micro guidance for enterprises,synergizing efforts for social progress,and injecting new vigor into the economic transformation.
