Study On Reform Of Chinese Rare Earth Mining,Processing And Transaction Pricing Mechanism Based On Environmental Tax

Rare earth is important non-renewable natural resources and is an indispensable element in modern industry.China’s rare earth production and export volume ranked first in the world almost every year,but the price of rare earth in most years is low and is not equal to its intrinsic value,that is because China’s rare earth pricing mechanism is not reasonable.Reasonable rare earth pricing mechanism is the basis of our country to grasp the pricing power of rare earth.Therefore,studying rare earth pricing mechanism is of great significance to grasp the international pricing power of rare earth and to achieve healthy development of rare earth.First,this paper studies the status of rare earth production and trade in China and finds out that China is a big country for rare earth,but China doesn’t have the pricing power of rare earth.Second,through theoretical and case analysis,this paper finds that China’ pricing defects of rare earth is that the environmental costs of rare earth is not included in the price of rare earth.The economic benefit of rare earth trade is with the cost of destroying the ecological environment.This paper argues that environmental tax can solve the defects of rare earth pricing mechanism,and gives the corresponding mechanism analysis and tax framework of rare earth environmental tax.Third,this paper gives the policy recommendations to the sustainable development of rare earth based on the environmental tax perspective.
