Research On The Allocation Efficiency Of The Rural Financial Resources In Inner Monglolia

Finance is not only the core of modern economy,but also the core of China's rural economy,it has an irreplaceable role in solving the issues about agriculture,rural development and farmers.In recent years,regard rural financial resources as a kind of scarce resources and study on its efficiency of allocation has got many scholars' attention.In the case that the total quantity of Inner Mongolia's rural financial resources are increasing year by year,it is important to optimize the allocation of the rural financial resource to support the development of autonomous region rurals' real economy better,and promote income of farmers and development of rural and pastoral.Therefore,researching on the allocation of rural financial resource in the Inner Mongolia,basing on summarize the relevant literature and learning the experience of developed agricultural area,then find a way suitable for Inner Mongolia to allocate the rural finance resource,is of great significance to increase the efficiency of rural financial resource's allocation.This paper firstly introduce the research background,the research significance,and it summarize the related articals both at home and abroad from three aspects,the relationship between rural finance and rural social and economic development,rural financial efficiency and the empirical research on our country's rural financial resources allocation.Then it put forwand the research ideas and technology roadmap,in the same time illustrate this paper's innovation and inadequate.After summarizes the rural finance's related theory,the rural financial resources' related theory and the related theory of rural financial resources allocation efficiency,and basing on the study of relevant scholars' theory,this paper put forward the rural financial resource researching in this paper,and the index this paper used to measure the allocation efficiency.Then,this paper describes the present situation of rural economy and rural financial resources in Inner Mongolia by qualitative and quantitative method.It mainly described the gross output value of agriculture,per capita net income of rural and pastoral areas,balance of payments of farmers and herdsmen,agricultural loans and agricultural insurance in Inner Mongolia,then it states the problems existing in the rural financial resources allocation in Inner Mongolia,such as the absence of credit entities of rural financial resources allocation,the unbalanced regional development in agricultural insuance,the foundation of the rural financial environment is still weak,and so on.At last,by using Data Envelopment Analysis(dea)method,this part analyze the rural financial resources allocation efficiency in Inner Mongolia from the horizontal aspect and vertical aspect,and it turns the results that the Inner Mongolia rural financial resources allocation efficiency fluctuated obviously over the years,and compared with other provinces,the efficiency of Inner Mongolia is still in a relatively backward state.According to the problems existing in the Inner Mongolia rural financial resources allocation and the result of empirical analysis,this part gives some advice to promote the rural financial resources allocation efficiency.
