Construction Of Ecological Assets Evaluation Model And It's Apllication In Pingjiang County

The denefination and composition of ecological assets have been analyzed, ecological assets evaluation model has been constructed, the value of ecological assets has been calculated on the basis of the theory of ecology,ecological economics, remote sensing information technology and the economic approach in Pingjiang county in 2014, the effect of ecological county construction on ecological assets has been discussed.The main results are as follows:1.The connotation of ecological assets and composition have been analyzed. Access to domestic and foreign research results about ecological assets and combined with the research of this paper, connotatio2 of ecological assets should include providing services and welfare of the natural resources for human and ecological environment. Specifically, it is the value of natural resources, ecosystem services, ecological economic product created by human transformation of nature and ecological and environmental quality.2.Construction of ecological assets evaluation model. Ecological assets have been evaluated from the natural resources value, the value of ecosystem services and ecological economic value. Natural resources value includes value of forest resources, land resources, water resources and mineral resources, Ecosystem services and ecological economic value include value of environmental purification, soil and water conservation, climate regulating, water conservation, biodiversity maintaining, organic material production and cultural recreation. Value evaluation of natural resources, the ecosystem service and ecological economic product have been established by method of market value, opportunity cost, the cost of recovery and protection and a series of monetary value, and ecological assets evaluation method system has been constructed as a whole in Pingjiang county.3.Analysis of ecological assets. The total amount of ecological assets was 183.789 billion yuan in Pingjing county in 2014. The value of natural resources assets was 168.876 billion yuan,including 142.733 billion yuan of land resources value,12 billion yuan of mineral resources value,11.515 billion yuan of water resources value,2.628 billion yuan of forest resources value. The value of ecological service function was 14.913 billion yuan, including 2.521 billion yuan of environmental purification function value,2.448 billion yuan of climate regulation function value, 4.12 billion yuan of maintenance function value in water and soil,2.897 billion yuan of water conservation function value,4.303 billion yuan of organic matter production value,98 million yuan of maintaining biodiversity function value, and 2.234 billion yuan of cultural recreation function value. The value of forest ecosystem service function was 9.34 billion yuan, agro ecosystem service function was 4.088 billion yuan, garden ecosystem service function was 557 million yuan,water ecosystems service function was 1.858 billion yuan,urban ecosystem service function was-12.33 billion,unused land ecosystems service function was 303 million yuan. The results showed that the forest ecosystem played most important roles in ecosystem service in Pingjiang county.4.Discussion of the effect of ecological county construction on the ecological assets. Ecological assets are analyzed before and after the construction of ecological county in Pingjiang county, ecological service function value rose from 14.547 billion yuan to 14.913 billion yuan. Natural resource value decreased from 171.317 billion yuan to 168.876 billion yuan because of cultivated land area reducing and woodland area increasing caused by mainly returning farmland to forest, expropriation price of cultivated land was more higher than that of forest land. According to the analysis results, countermeasure and suggestion are put forward to promote the county ecological asset value.
