Ecological assets, as the core of the value of natural resources and ecosystem services, is the material basis and assurance for the sustainable development of national economy and society. The previous studies on the ecological assets exist many problems, the data from different monitoring tools and methods can not be integration effective and the species and the number of evaluation index are uncertain, so the results is difficult to be comparable and objective. Therefore, In this paper the temperature and precipitation index (annual precipitation and 10℃ accumulated temperature) and vegetation core function attribute index (NDVI mean values, NDVI maximum value, biological diversity and vegetation green service time) are uesd to revealed a formation mechanism of ecological assets under the dominated by climate-vegetation, determined to create a reference system can reflect the ecological assets objective and actual. Establish an objective, actionable asset ecological assessment methods.The results of the study show that:(1) The analysis found that between the coordination degree of annual precipitation and 10℃ accumulated temperature and vegetation quality has a direct relationship, the best 10℃ accumulated temperature and precipitation coordination degree for the T>10C/P=5.75. The coordination degree of temperature and precipitation can be used as a comprehensive climate index which can contribute to the analysis and classification of climate and vegetation. (2) The basis of ecological assets distribution was decreasing from southeast to northwest banded trend and the low value area is located in the desert region of Xinjiang and Qinghai Tibet region and The law of diminishing toward the center, the results establish an objective reference system for the vegetation types and the degree of growth of vegetation can reach. (3) Whether the single index evaluation of the core attributes of vegetation, or the evaluation of a number of indicators, can get better results of the actual ecological assets. The actual ecological assets showed decreasing trend from the southeast to the northwest, and the low value area was distributed in the west of Inner Mongolia, most of the Ningxia Hui Autonomous Region and the desert area in the eastern part of Xinjiang. (4) In 2011 compared with 2000, The ecological assets in the northwest region and the Southern China region increased, and the ecological assets in Central China decreased. The area proportion of ecological assets nationwide rising area accounted for 23.03%, decline area accounted for 23.75%, and sustainable area accounted for 53%. The results reveal that the change of ecological assets is the cause of climate change or man-made causes, which provides an objective theoretical basis and evaluation method for ecological assets auditing, has important theoretical and practical significance.
