| With the advent of the era of knowledge economy,as the core competitiveness of an enterprise and country’s strategic resources,intellectual property rights highlights the unprecedented important position.And as patent is the most important intellectual property,it needs to introduce market-oriented operation mechanism to realize its value.However,due to the market of patent transaction and technology transfer in China is still in the initial stage currently,and the mechanism,regulation,system of market operation is not perfect,it will directly lead to various risks existing in the process of patent transaction,which has attracted wide attention in the field of theory and practice.Still,the research on the risk of patent transaction is not a lot now.Besides,the lack of a set of mature and complete risk assessment program and response mechanism about patent transaction,and the lack of comprehensive and objective analysis to patent transaction risk,make the result of risk assessment and response unsatisfied.And how to realize the effective risk assessment and reasonable response of patent transaction to make patent transaction go on smoothly is an important issue that has been concerned by academia.This paper first elaborate on the relevant theoretical knowledge about patent transaction,patent transaction risk management,support vector machine and game theory,etc.The support vector machine and tripartite evolutionary game are integrated into the field of patent transaction risk,which puts forward a new solution for risk assessment and response of patent transaction.The main contents of the research are as follows:(1)Research on risk assessment model of patent transaction based on SVM.Use Delphi method to determine risk assessment index system of patent transaction,apply analytic hierarchy process to the risk indicators weights calculation,introduce support vector machine to establish risk assessment model of patent transaction based on SVM,and finally,an empirical study is conducted.In this empirical study,the collected sample data is divided into training set and testing set,and is preprocessed.Then three-fold cross validation is used to find the best parameters C and G,which are used to train the training set to obtain the SVM model.And it is used to predict the test set to get the classificartion accuracy,which is compared with the result of five-fold cross validation.The study shows that the risk assessment model of patent transaction based on SVM has a higher prediction classification accuracy and validity,and can be used to assess the risk of the patent transaction accurately.(2)Research on risk response of patent transaction based on tripartite evolutionary game.Because of the asymmetric information,a game exists among the buyer,the seller and the government.In this paper,tripartite evolutionary game is introduced to risk response of patent transaction.After the basic hypothesis of game model,tripartite game model is established,and then it analyzes equilibrium solutions to the model,puts forward the risk response strategy of every strategy combination,carries out the simulation on response strategy.In the simulation,the system dynamics is used to set up tripartite evolutionary game model,and then,by changing the value of the parameters,it simulates and analyzes the impact on the strategy choice of game subjects to get the response strategy to improve three game subjects probability.(3)The combination of transaction risk assessment model and response model,to put forward response strategy for three game subjects.Taking a patent in transaction as an example,according to the risk level of risk assessment result of patent transaction,the paper pushes out the possible strategic combination of three game subjects including the buyers,sellers and government,and combines with the result of the simulation analysis,so as to put forward risk response strategy for three game subjects pointedly. |
