| Since 2013,China’s high-speed rail has become China’s new foreign business card.With President Xi Jinping’s "The Belt and Road" guiding ideology,and the establishment of Asian Infrastructure Investment Bank,the interconnection has attracted more and more attention,which makes China’s railway spread to abroad with hitherto unknown speed and breadth.2016 is the outbreak of China’s high-speed rail out of the country,China’s railway construction footprint has spread all over five continents,in dozens of countries.But for most of our overseas railway project,the final profit rate is not ideal,the main reason for this phenomenon is the overseas railway construction project in the extensive management.The project management is not standardized,standardization or refinement,and also the cost management consciousness is not strong,lack of advanced management methods,grass-roots staff for cost management the sense of responsibility is too thin.In order to change the current situation of China’s overseas railway project,it is necessary to implement fine cost management in the overseas projects.This paper studies the fine cost management method of construction enterprises,analyzes and research methods,current situation and problems of the fine management in railway construction projects.Finally,take the Matara to Kataragama railway extension project Matara to Beliata section,which jointly undertake by China National Machinery Imp.&Exp.Corporation and China Railway No.5 Engineering Group as a sample,evaluate the overrun of cost budgeting,analysis the reasons,research the use of fine cost management in railway construction project in overseas.This paper indicates following conclusions through the research:(1)The project management of overseas railway construction project is weak,the use of advanced cost management methods and the importance of cost management has not been universally recognized,many departments and posts still think the cost management is the financial sector’s responsibility,and not to put their cost management work.(2)Based on the analysis of the organizational structure,management mode and system of cost management,target cost,cost management functions and measures,the fine cost management system in overseas’ railway construction project has been established.(3)Through the analysis of the current situation of the overseas railway construction project from Matara to Kataragama railway extension project Matara to Beliata section,this paper studies the problems and causes of the cost overrun and cost management.By using the theory and method of fine cost management,this paper designs the management plan of fine cost management. |
